Where is the best part of town to purchase Portland Real Estate Investment Property?

In case you’ve been living under a rock for the last year, you know the best way to purchase your next piece of Portland real estate investment property is through a foreclosure or pre-foreclosure (short sale) purchase. How do you go about finding these types of properties? Well, there are certain parts of town where the home owners have more negative equity than others. Zillow was kind enough to provide the graph below that shows exactly that:

They also gave a chart to show the negative appreciation levels for the Portland metro area:

What surprised me the most is the little part of SW Portland that has seen a decline of 7% or more. Everything else surrounding the city center seems to be falling at a much slower rate.
